Manpower Requisition Form (MRF)
The Manpower Requisition Form (MRF) is an optional but recommended starting point of the hiring lifecycle in Top1. It provides a structured, approval-driven process for requesting new hires — ensuring every open position goes through the right chain of approval before a recruiter can begin sourcing candidates.
MRF-led hiring lifecycle
MRF → Job Posting → Recruitment Pipeline → Resume Screening → AI Assessments → Interviews → Offer Management
MRF is optional
MRF is not mandatory. Organisations that prefer a simpler flow can start directly from Job Posting — the recruitment pipeline works the same way regardless of whether an MRF was raised. Use MRF when your organisation needs formal manpower approval before a position goes live.
What is MRF?
When a department needs to hire, a team member raises an MRF. The request travels through a defined approval chain — Department Manager → HRBP → Recruiter — before a job posting is created and the recruitment pipeline is activated.
Key benefits:
- Structured manpower planning with HR oversight
- AI auto-fill speeds up form completion from uploaded documents
- Color-coded status badges make requisition progress clear at a glance
- Seamless handoff from approved MRF to active hiring pipeline
Starting Point: MRF or Job Posting?
Turiyaskills supports two starting points for the hiring cycle:
| Approach | Best for | How it works |
|---|---|---|
| MRF → Job Posting | Organisations that require formal headcount approval before recruiting | Raise an MRF, get it approved through the chain, recruiter accepts and a job posting is auto-created |
| Job Posting directly | Organisations with informal or pre-approved hiring, or those using MRF outside Turiyaskills | Create a job posting directly and activate the recruitment pipeline immediately |
Both approaches lead into the same recruitment pipeline — resume sourcing, screening, assessments, interviews, and offer management work identically either way.
Enterprise: External HR System Integration
Enterprise customers whose HR systems manage the MRF process externally (e.g., SAP, Workday, or a proprietary HRMS) can request an integration to pull MRF and Job data directly into Turiyaskills from their external system — eliminating duplicate data entry.
To raise an integration request, contact the Turiyaskills team. This is available as a custom integration at an additional cost.
Department Setup
Before MRF creation begins, HR sets up the department structure and onboards team members:
- Create departments within the Teams module — manually or via bulk Excel upload
- Invite members to each department with one of three MRF roles: Department Member, Department Manager, or HRBP
- Excel upload enables bulk department creation and updates, reducing manual entry for large organisations
User Roles
Five roles participate in the MRF workflow. Department Members, Department Managers, and HRBPs can all create MRFs — each follows a different approval path determined by who raised the requisition.
| Role | Responsibilities |
|---|---|
| Department Member | Creates and submits MRF; uploads supporting documents; revises on request |
| Department Manager | Reviews and approves or returns MRFs submitted by Department Members; can also create MRFs directly |
| HRBP | Reviews MRFs escalated from Department Managers; can also create MRFs directly; approves or returns for revision |
| HR | Performs the final approval step for all MRFs regardless of origin; approved MRFs trigger auto-generation of a draft Job Description |
Access control
MRF pages are company-exclusive. Each role sees only the MRFs relevant to their function — requesters see their own submissions; managers and HRBP see pending approvals; HR sees all MRFs awaiting final approval.
MRF Form Structure
The form captures everything needed to create an accurate job posting. Fields marked AI are auto-filled when a document is uploaded.

Document upload with AI auto-fill: Upload an existing job description, requisition document, or reference file and the AI extracts and pre-fills all compatible fields instantly.
Approval Flows by Creator Role
The approval path an MRF follows depends on who created it. All paths end with HR final approval, after which a Job Description is auto-generated.
Department Member Flow
| Step | Action |
|---|---|
| 1 | Department Member creates and submits MRF |
| 2 | Department Manager reviews — approves or requests revisions |
| 3 | Approved MRF moves to HRBP for review |
| 4 | HRBP approves or requests revisions |
| 5 | HR performs final approval → JD auto-generated in draft |
If revisions are requested at any step, the MRF cycles back: Department Member → Manager → HRBP → HR.
Department Manager Flow
| Step | Action |
|---|---|
| 1 | Department Manager creates MRF directly |
| 2 | HRBP reviews — approves or requests revisions |
| 3 | HR performs final approval → JD auto-generated in draft |
Revision requests are sent back directly to the Department Manager who created the MRF.
HRBP Flow
| Step | Action |
|---|---|
| 1 | HRBP creates MRF directly |
| 2 | HR reviews and approves or requests revisions |
| 3 | HR final approval → JD auto-generated in draft |
Revision requests are sent back directly to the HRBP.
Post-Approval: Job Description & Pipeline
Once HR approves an MRF, the hiring workflow activates automatically:
- JD auto-generated in draft state — pre-populated from MRF data via the MRF Parser
- HR edits and activates the Job Description
- Candidate pipeline opens — resume sourcing, screening, assessments, interviews, and offer management begin

Status Lifecycle
Nine statuses track every MRF from first draft to active pipeline:
| Status | What It Means |
|---|---|
| Draft | Created but not yet submitted |
| Pending Manager Approval | Submitted, awaiting Department Manager decision |
| Returned by Manager | Sent back to creator for revision |
| Pending HRBP Approval | Manager approved, awaiting HRBP decision |
| Returned by HRBP | Sent back to creator for revision |
| Pending HR Approval | HRBP approved (or HRBP/Manager created), awaiting HR final decision |
| Returned by HR | Sent back for revision; cycles through appropriate chain |
| HR Approved — JD Generated | HR approved; Job Description auto-created in draft |
| Pipeline Active | JD activated; hiring pipeline is live |
Visual status badges
Each status displays as a color-coded badge in the MRF list view, making the approval state of every requisition immediately visible without opening individual records.
