Manpower Requisition Form (MRF)

The Manpower Requisition Form (MRF) is an optional but recommended starting point of the hiring lifecycle in Top1. It provides a structured, approval-driven process for requesting new hires — ensuring every open position goes through the right chain of approval before a recruiter can begin sourcing candidates.

MRF is optional

MRF is not mandatory. Organisations that prefer a simpler flow can start directly from Job Posting — the recruitment pipeline works the same way regardless of whether an MRF was raised. Use MRF when your organisation needs formal manpower approval before a position goes live.


What is MRF?

When a department needs to hire, a team member raises an MRF. The request travels through a defined approval chain — Department Manager → HRBP → Recruiter — before a job posting is created and the recruitment pipeline is activated.

Starting Point: MRF or Job Posting?

Turiyaskills supports two starting points for the hiring cycle:

Both approaches lead into the same recruitment pipeline — resume sourcing, screening, assessments, interviews, and offer management work identically either way.

Enterprise: External HR System Integration

Enterprise customers whose HR systems manage the MRF process externally (e.g., SAP, Workday, or a proprietary HRMS) can request an integration to pull MRF and Job data directly into Turiyaskills from their external system — eliminating duplicate data entry.

Department Setup

Before MRF creation begins, HR sets up the department structure and onboards team members:

  • Create departments within the Teams module — manually or via bulk Excel upload
  • Invite members to each department with one of three MRF roles: Department Member, Department Manager, or HRBP
  • Excel upload enables bulk department creation and updates, reducing manual entry for large organisations

User Roles

Five roles participate in the MRF workflow. Department Members, Department Managers, and HRBPs can all create MRFs — each follows a different approval path determined by who raised the requisition.

Access control

MRF pages are company-exclusive. Each role sees only the MRFs relevant to their function — requesters see their own submissions; managers and HRBP see pending approvals; HR sees all MRFs awaiting final approval.

The form captures everything needed to create an accurate job posting. Fields marked AI are auto-filled when a document is uploaded.

Approval Flows by Creator Role

The approval path an MRF follows depends on who created it. All paths end with HR final approval, after which a Job Description is auto-generated.

Post-Approval: Job Description & Pipeline

Once HR approves an MRF, the hiring workflow activates automatically:

  1. JD auto-generated in draft state — pre-populated from MRF data via the MRF Parser
  2. HR edits and activates the Job Description
  3. Candidate pipeline opens — resume sourcing, screening, assessments, interviews, and offer management begin

Visual status badges

Each status displays as a color-coded badge in the MRF list view, making the approval state of every requisition immediately visible without opening individual records.
